Chairperson
Justin Silbaugh is a versatile educator, facilitator, international development professional and leader, having worked in a number of different roles and in several industries in both the United States and Africa. Justin lived in Uganda for ten years leading grassroots education organizations. He was the creative director of Mango Tree Educational Enterprises, the country director of In Movement: Art for Social Change and the executive director of Foundation for Development of Needy Communities (FDNC).
Justin served as a middle and high school teacher in California public schools and was the director of educational technology at Stanbridge Academy in San Mateo, California. He also co-founded Senior Surf Computer Education, a San Francisco Bay Area nonprofit whose mission is to provide affordable, high-quality computer training for senior citizens. Justin also worked for six years in sales, marketing and public relations in the high-tech industry in San Diego, California. Justin earned his bachelor’s degree in history from Emory University in Atlanta and his master’s degree in education – with an emphasis on cross-cultural learning and educational technology – from National University in San Diego. Currently based in San Francisco, he enjoys singing, songwriting, guitar, dance, international travel, yoga and meditation.
Vice Chairperson
Rita is a passionate lawyer and a Partner with OARS & BT Advocates with over fourteen (14) years’ experience in private legal practice. She is a proven and accomplished advocate in the areas of corporate governance, civil ligation, research and business development, alternative dispute resolution and community mobilization.
Her competences include proven legal analytical abilities, managing relationships across boards both in the public and private sector. She possesses resilience with a high sense of integrity, legal and moral duty. She also has an in depth practical knowledge of Corporate law with proven competency to deliver.
In May 2018 she was contracted as Legal Consultant and part of the team in partnership with Ministry of Water and Environment that helped restructure, regularize and review the legal frame work of the Mid-Western Umbrella for Water and Sanitation to enable it become more suited to adopt its role as a Water Authority.
Secretary
Rachel encourages the youth of Africa to connect to the rest of the world through the wealth and strength of their own Arts and Cultures. Owner of the Mawazo Contemporary Art Centre in Dar from 2001-2012, she promoted over 140 East African visual artists, published Art books, setup commercial outlets for craft groups and developed the textile brand ‘World of Weaving’.
In 2013 Rachel co-founded the Muda Africa dance center where she is currently in charge of Strategic planning, Finance and Administration. Rachel has served on the board of several Tanzanian non-profits including Alliance francaise, Busara Promotions, Music Mayday and Vipaji Art Foundation. She is currently a Board member of the Rafiki NGO in Bagamoyo.
Rachel was born to a British mother and Tanzanian father. She grew up in the USA, UK and Switzerland and now lives In Dar es Salaam with her family.

Allen Tush Naturinda is a member of Lions Clubs international currently working as Certified Senior Trainer for Lions Quest Program in Anglophone Africa with Lions Clubs International Volunteer Organization.
She has been practicing Art in the field of applied arts in Education since 2002 when she was Research Assistant at Music Dance and Drama Department, Makerere University. Her passion was born out of the field examinations then called People’s theatre which she led as a field exam coordinator for the practical exams, and Theatre for Development out reach programs under UNICEF in south western Uganda Region.
Allen Tush is a graduate of Witwatersrand with Masters in Applied Arts in Education. It’s from her research on Techniques of creative Facilitation in Applied Art that she discovered her unique talent on working with cross cultural audiences in creating art together. She has worked with different children and youth groups to create music and drama and staging them.
Allen Tush has been able to practice her facilitation skills in Arts with other Networks, she is a member of International Initiatives for cooperation through which she represented In Movement Art for Social Change on the Steps for Life Project in five Countries, Creating Art with University Students (Uganda, Bulgaria, Mexico, Indonesia and Vietnam)
Board Member
Rachelle is an experience designer with a passion for dance, music, and artistic expression of all kinds. She lived in Uganda and served as the Country Director of In Movement: Art for Social Change where she helped design a youth facilitator training program, managed innovative youth empowerment programming, and supported the birth of Soul-Xpressions.
She founded Happiness Opportunity Project, a non-profit that donated laptops and other educational materials to secondary school youth in Uganda and Kenya. She has since lived in Bogotá, Colombia where she developed extracurricular programs for kids, and in San Francisco, California, where she launched her own clothing brand.
